Some folks, like the Bank Of Canada, communicate in a code that can only (sometimes) be deciphered with a Masters degree in English.

Readability; Post-Graduate. And I’d suggest even then less than half of post-graduates would want to attempt to read this study.
What the point of it?
To demonstrate they’ve hired smart people?
I don’t think so, because smart people know they need to keep things simple if they want to communicate effectively with a broad audience.
The Bank Of Canada has a growing optics problem. This kind of communication does not help.
Perhaps they should use the Hemingway Editor APP themselves!
The target?
Grade 5 readability is ideal.
And yes, we do the exact same thing to our clients – proceed with caution.

I guess what they are trying to do is to have an exit strategy for any turn of economy. This way they always can refer to that “analysis ” , saying “we told you so” in any situation , no matter where the market will go.
